Job Overview Under the supervision of an Assistant Fire Rescue Chief, the Emergency Management Officer supervises and directs city personnel in the performance of emergency management and administrative activities. The role ensures the best possible control in emergency situations to protect the lives and property of those in need of assistance and leads emergency preparedness functions across all City Departments. Essential Job Duties Assist the Assistant Fire Chief or designee in directing and supervising the City’s Emergency Management Program and administering the Emergency Management Plan. Ensure compliance with federal, state, and local laws concerning emergency management and homeland security. Maintain up‑to‑date knowledge of technology, methods, equipment and regulations in emergency management; attend meetings, conferences, and continuing education as required. Develop, coordinate, manage, and maintain the City’s Emergency Management Program, its plan, policies, and procedures to mitigate or respond to disasters. Assist other City Departments in outlining roles and responsibilities of internal collaborators and supporting groups for emergency contingencies. Maintain EOC readiness and assist the Incident/Unified Command and Assistant Fire Chief in coordinating staff and procedures for well‑coordinated operations during emergencies. Develop and maintain Continuity of Operations Plans (COOP) and Continuity of Government Plan (COG). Assist in National Incident Management System (NIMS) compliance and coordination. Assist in managing the City’s Critical Asset Management System (CAMS). Develop, implement, and deliver training workshops and exercises; participate in drills on all components of the EMP and emergency communications using Homeland Security Exercise and Evaluation Program (HSEEP) standards. Develop exercise documentation including Exercise Plans, Situation Manuals, Controller/Evaluator Handbooks, and Improvement Plans. Prepare grant and training applications for state and federal agencies (e.g., UAWG, UASI, FEMA, DHS). Coordinate training opportunities with local, regional, state, and federal partners. Maintain training records and ensure compliance with federal, state, and local preparedness standards. Develop After Action Reports (AAR) following exercises and real‑world incidents. Coordinate improvement planning across departments. Assist in developing and managing the annual emergency management program budget. Assist with activation and coordination of the EOC. Support EOC operations in roles consistent with the Incident Command System (ICS). Assist in training City personnel on EOC procedures and responsibilities. Support operational planning and coordination during major city events and emergencies. Coordinate preparedness initiatives with City Departments and partner agencies. Serve as a liaison for training and preparedness programs with regional emergency management partners. Support community preparedness initiatives and public outreach programs with schools, businesses, and community resources. Coordinate with area hospitals and private medical agencies to develop emergency medical plans for incorporation into the EMP. Develop and deliver presentations to internal departments and the public on the City’s EMP and disaster preparedness. Evaluate other City departments’ emergency plans and assist in revisions/updates. Provide staff assistance and fulfill other assignments as determined by the Assistant Fire Chief or designee. Perform all functions and responsibilities in accordance with the Palm Beach County Code of Ethics and Florida State Statutes, 112.313. Foster positive employee relations and morale city‑wide. Minimum Qualifications Associate’s degree in emergency management, public safety, public administration, or related field; bachelor’s degree preferred. Two (2) years of experience in emergency management, public safety training, or emergency preparedness programs; relevant experience may substitute for formal education. L449 – Train‑the‑Trainer Preferred Qualifications Florida Associate Emergency Manager (FAEM) Associate Emergency Manager (AEM) Florida Fire Instructor Certification Experience designing and conducting exercises in accordance with HSEEP. Experience facilitating tabletop and functional exercises. Experience working in an Emergency Operations Center (EOC). Other professional certifications related to emergency management credentials. Knowledge, Skills, and Abilities Knowledge of emergency management principles and the National Incident Management System (NIMS). Knowledge of Incident Command System (ICS) training methodology and adult learning principles. Knowledge of Homeland Security Exercise and Evaluation Program (HSEEP). Ability to design and conduct emergency management exercises. Ability to facilitate training sessions and presentations. Ability to coordinate multi‑agency preparedness initiatives. Strong written and verbal communication skills. Ability to develop after‑action reports and improvement plans. Ability to work effectively with city leadership, public safety agencies, and community stakeholders. Knowledge of supervisory and managerial principles and practices. Ability to plan, assign, supervise, and review the work of others. Ability to make effective presentations to small or large groups. Competence with MS Word, MS Excel, and electronic mail. Physical Demands Work is primarily performed in an office environment with occasional field operations during exercises, special events, and emergency incidents. Employees may be required to work extended hours, evenings, weekends, or holidays during emergency operations, exercises, or major city events. The job requires frequent sitting and talking, use of hands, and the occasional need to walk, drive, stand, bend, stop, run, lift, carry, or move up to 45 lbs. Specific sensory requirements include close vision and the ability to adjust focus.
