Job Description

Position Emergency Management Specialist VI – Plans & Operations Section Leader, Honolulu. Responsibilities Lead the Plans & Operations Section, overseeing program implementation, review and analysis of requirements, and maintenance of program documentation. Act in a leadership role during Emergency Operations Center (EOC) activations, supporting coordination of citywide response activities. Provide principal advisory support to the DEM Director and Deputy Director on plans and operations issues. Perform related duties as required. Special Work Requirements Availability 24 hours per day for emergency calls, contactable by cellular phone. Salary commensurate with experience, pending approval. Minimum Qualification Requirements Citizen, national, or permanent resident alien of the United States, or a non‑citizen eligible under federal law for unrestricted employment. Valid driver’s license (automobile/Type 3) prior to appointment. Education Requirement Equivalent to graduation from an accredited four‑year college or university. Work experience may substitute for a bachelor's degree on a year‑for‑year basis, provided it has provided the knowledge, skills, and analytical ability normally obtained from a bachelor’s degree. Experience Requirement Four (4) years of progressively responsible professional experience in planning or program management, including: Developing, reviewing, or implementing emergency management plans and related documentation with multiple agencies and departments. Coordinating emergency operations within an Emergency Operations Center or comparable incident management structure during activations, exercises, or planned events. Demonstrated supervisory aptitude or potential through: Completion of assignments involving supervisory responsibilities. Serving as a group or team leader. Application of supervisory skills in work assignments. Favorable performance evaluations indicating supervisory potential. Benefits Up to 21 vacation days and 21 sick leave days, plus holidays.
